Test Valley Borough Local Plan

The Test Valley Borough Local Plan – Regulation 18 stage 2 was approved by Full Council for public consultation on 17 January 2024. The public consultation will start on 6 February 2024 and run for a period of 8 weeks.

The Plan will be in keeping with the standard method, despite recent changes to the NPPF, which results in a minimum housing requirement of 550 homes per year, or 11,000 homes 2020-2040. This provision is split between two Housing Market Areas in the north and south of the borough. Northern Test Valley – 6,270 homes and Southern Test Valley – 4,730 homes.

Large allocations included in the plan are:

• Land at Bere Hill, South East Andover – 1,400
• Land South East of Ludgershall – 1,150
• Land at Velmore Farm, Valley Park – 1,070
• Land at Manor Farm, North of Saxon Way, North Andover – 800
• Land East of Ludgershall – 350
• Land South of the Bypass, South Romsey – 110
